Who charges what on the WhatsApp API

Almost every "WhatsApp API cost" question confuses two separate bills. Meta charges for the messages themselves; the platform you connect through charges for the software that sends them. Understanding which is which is where most budget surprises come from.

Layer 1 — Meta (the message fees). When your business starts a conversation with a template message, Meta charges per delivered message at rates that depend on the template category (marketing, utility or authentication) and the destination country. Replies from the customer, and your free-form replies to them inside the 24-hour service window, do not carry an additional per-message fee.

Layer 2 — the platform (the software). A platform connects your number to Meta's Cloud API, gives you an inbox, campaigns, templates and connectors, and bills you for that — a monthly plan, a usage pack, or a per-message markup on top of Meta's rates. Marketing, utility and authentication: the three price bands

Every business-initiated template belongs to one of three categories, and Meta prices them differently — so the same message volume can cost very different amounts depending on how you word your templates. At current published rate levels in India: utility sits in the rough ₹0.10–0.30 per-message range, marketing runs roughly 2–3× utility, and authentication (one-time codes) is the cheapest and fastest-approving category. Ways to keep the Meta bill down

  • Answer inside the 24-hour window. Customer messages open a free-form service window — replies inside it carry no per-message fee. A shared team inbox with fast replies keeps more of your conversations in the free window.
  • Keep utility messages utility. One promotional line re-categorises a template as marketing — and marketing costs roughly 2–3× more. Write to the category you intend.
  • Segment instead of blasting. Every marketing send is a priced conversation. Sending to 2,000 relevant contacts beats 20,000 cold ones on cost and on response.
  • Use authentication for codes. Login and verification codes belong in the cheapest category — don't send them as utility or marketing.

Meta classifies templates from the finished wording, not the label you choose. Any promotional line — a discount, "shop now", an invitation to browse — makes a template marketing, which costs roughly 2–3× utility. Review your template copy if the category surprises you.
